Maandag® wins COA’s European tender.

Amsterdam, 1 July 2024 - Maandag® Managed Services (MMS), part of Maandag®, has won the tender issued by the Central Agency for the Reception of Asylum Seekers (COA) for temporary staffing in various fields. The collaboration starts on 1 July and is for a period of up to six years. The framework agreement covers the entire process of recruitment and (pre)selection of temporary employees, up to and including the legally conclusive administrative procedures. This enables COA to hire even more efficiently and lawfully, also in the context of the Employment Relationships Deregulation Act (DBA Act).

MMS and COA will jointly organise the staffing process for positions in scale 8 and above, with an emphasis on the fields of Property and Facilities. For processing freelance assignments, MMS will work with Younited, which is an important part of the service provision. The implementation is almost complete, and all migration assignments will fall under MMS from 1 September 2024.

'Optimising support'

COA set high requirements for the tender, including lawful contracting of freelancers, limitations on the chain of contracts for staffing and speaking to candidates themselves before deployment. Younited formed a significant part of the award of the framework agreement. Wim Hovens, programme manager at MMS says, ‘This process has been very instructive for us. Together, we focused on optimising the staffing process and the required coordination between the COA and MMS systems. As a result, we will be in a better position to support clients in the public sector with efficient staffing processes in the future.’

The implementation includes setting up the MMS system, tailored to COA's specific staffing processes, and the transition of around 200 current staffing processes, including bringing together data from various sources. It is a major job that requires a lot of time and attention.
